Commissioners Hear Proposed Collector Car Rules Today
Natrona County commissioners will hear a final report about changes to the county’s nuisance regulations regarding collector cars at a work session in the conference room on the first floor of the old courthouse at 2 p.m. today.
Because it’s a work session, commissioners will not take any formal action or receive public comments.
Two weeks ago, the Planning and Zoning Commission tentatively approved a text amendment to the zoning resolution of Natrona County for collector car storage, which may settle a nearly year-old dispute that sometimes pitted neighbors against neighbors.
The amendment defines collector cars as inoperable or unlicensed cars stored and maintained for preservation, and allows light-duty trucks plus vehicles used for parts.
Residents of the zoning districts designated Rural Residential 1 and 2, Suburban Residential 1 and 2 and Urban Mixed Residential would need conditional use permits if they each had more than one collector car. No collector cars would be allowed on properties zoned Mountain Residential 1 and 2.
Residents would be allowed to have up to four collector cars in the zoning districts of Ranching Agriculture Mining, Urban Agriculture, Light Industrial and Heavy Industrial.
Residents applying for the permits must state the size of the property and how many vehicles would be on it. They also will need to implement approvede screening plans to block views of their collections within a quarter-mile of their properties and from adjacent properties.
The proposed text amendment also requires tying the permit to the land and not the permit holder, limiting county code enforcement visits to twice a year, maintaining the property to mitigate vermin infestation, and allowing for emergency vehicle access.
