RINGWAY MOBILISES IN PREPARATION FOR NEW HIGHWAYS CONTRACT


Ringway, the leading service provider for Local Authority Highways Term Maintenance, is currently mobilising in preparation for the new Highway Service Term contract with Hertfordshire County Council, which goes live on 1 October 2012.

The seven-year contract (with a potential five-year extension) is estimated to be worth approximately £35 million in the first full fiscal year. The contract will cover all aspects of road and footway maintenance and improvement, street lighting and winter service.

Matt Kelley, Ringway Divisional Manager, said: “We are obviously delighted to have secured this prestigious contract with Hertfordshire County Council and believe our commitment to quality at Ringway will ensure that all the work we are responsible for will make a real difference to the county in the months and years to come.”

Vince Gilbert, Head of Highways at Hertfordshire County Council, added: “We are looking forward to working closely with Ringway. Having followed a rigorous tender process to achieve the very best value for Hertfordshire and to deliver a local service which meets the needs of local people, we believe we have chosen the right company for the job.”

In carrying out small repairs and routine maintenance to winter maintenance and larger construction projects, Ringway will be able to deploy its vast experience and range of services across Hertfordshire.

Subject to performance, the Hertfordshire contract may grow in size and scope throughout the contract period, encompassing additional schemes and major maintenance projects. Awarded in March 2012, after an 18 month tender period which included an extensive period of competitive dialogue, the contract sees Ringway replacing the incumbent contractor, Amey Lafarge.

ISG Delivers Luxury Hampstead Home


‘Mansfield House’ takes its name from the original residence, which was demolished a number of years ago. The base build for the new property was carried out by a different contractor, with ISG then brought in to make structural modifications to the internal layout and complete a wide-ranging fit out from shell. ISG worked closely with the Project Manager Jackson Rowe, Architect, Garnett & Partners and prominent Interior Designer, Tim Gosling, to realise the client’s vision, which was based on the grandeur of the SS Normandie, an art-deco classic.

The extensive fit out requirements included a complex control system with lighting, AV and radio systems in every room connected through a central building management system and controlled via a remote control touchscreen interface. ISG also installed a climate control system throughout the property as well as a passenger lift. In the basement, a large heated swimming pool was created, alongside a lounge area, high specification cinema, a games room and staff quarters.

The exceptionally high specification of the fit out included eglomise mirrored panels, gilded coffer ceilings and black and gold marble flooring, with the contractor also installing luxury fittings and joinery elements throughout the property, including a bespoke kitchen and a custom-made, unique chandelier designed by lighting specialist Sharon Marston. Externally, ISG was responsible for all hard and soft landscaping, including the installation of a feature copper water fountain in the garden area.

Grahame Roberts, divisional managing director of ISG Fit Out, commented: “Taking on a project from another contractor can be challenging, but our experience in the luxury homes sector meant that we were quickly able to take charge of the scheme and complete the remodelling and fit out works to the very highest standards. In a bespoke, £multi-million home, achieving an outstanding quality of fit and finish is our core priority and Mansfield House is an excellent example of our craftsmanship and rigorous attention to detail.”

Ward Bros Takes Delivery Of New Jaw Crusher

A leading north east contract crushing company has taken delivery of a new Terex Finlay J-1160 Jaw Crusher, from Finlay Plant Northern.

Ward Bros Plant Hire Ltd, which was established in 1964 and has its headquarters in Langley Moor, County Durham, has operated in the contract crushing sector for more than 25 years.

The J-1160 is the first Terex Finlay machine Ward Bros have ordered from Finlay Plant Northern. The plant has been introduced into the company’s fleet for projects in the south of Scotland.

The machine was specified due to its versatility, quick set-up time and mobility.
Stewart Ward, of Ward Bros Plant Hire Ltd, said: “The J-1160 was the most suitable machine available for the application we required at the time.

“It is a good producer, is well-designed and operator friendly. So far it has done well.”

Charlie Nairn, managing director of Finlay Plant Northern, part of the Finlay Group of companies, said: “The mobility and compact size of the J-1160 Jaw Crusher means it can move easily to different sites and deliver a high volume of end product.”

Sherburn Stone upgrades to Mercedes-Benz Axor 32-tonners

Sherburn Stone’s fleet of 26 trucks, most of which are tippers and mixers of various sizes, supply stone, aggregates and various grades of concrete to the construction and civil engineering industry across the north-east. Sherburn Stone has traded up to a pair of new Mercedes-Benz Axor 32-tonners, in response to expanding demand and shifting work patterns that call for higher capacity. Supplied by Gateshead dealer Bell Truck and Van, they have replaced two 26-tonne six-wheelers.

One of the new Axor 3240s is a tipper, its lightweight Aliweld aluminium body giving it a payload comfortably in excess of the 20-tonne ‘benchmark’ for 8x4 operators. The other is a concrete mixer and fitted with an 8m3 Liebherr drum.

“We’ve chosen bigger trucks to cope with increasing calls for heavier work – larger deliveries of stone from our Sherburn Hill quarry and concrete from our own mixing plant,” says Fleet Engineer Billy Fisher.

Mr Fisher continues: “We’ve run Mercedes-Benz trucks before and know them to be tough, reliable performers, with chassis that are well suited to life on quarry roads and construction sites. The deal we secured from Bell Truck and Van was extremely competitive, and the parts prices are excellent value too. We maintain our own trucks in-house and Bells help us to keep things running smoothly by making regular deliveries to our workshops and monitoring our imprest stock levels.

“Last, but not least, our drivers are very happy with their new Axor,” he adds. “The 400hp engines are responsive and flexible, the manual gearboxes that we prefer are simple to operate, and the cabs are comfortable, hard-wearing and easy to clean.”

Nuclear engineering- part of the curriculum during residential course at the University of Manchester


Nuclear engineering was on the curriculum for a group of 50 teenagers taking part in a four-day residential course at the University of Manchester. Organised by The Smallpeice Trust, in collaboration with the Engineering Construction Industry Training Board (ECITB) and URENCO, the course offered the teenagers the chance to get a hands-on experience, looking at the work being done in the field of nuclear engineering and the career opportunities available.

The four-day summer camp with a difference took place from the 23rd July to 26thJuly. The focus was the practical project to ‘design and make’ a working centrifuge to time and budget, supported by presentations and workshops. Students also learnt aspects of team and project management as well as the physics behind centrifuge separation.

David Edwards, Chief Executive, ECITB commenting on the nuclear engineering course said, “The ECITB is committed to increase the uptake and awareness of careers in all of our sectors in engineering construction amongst young people. We are deeply impressed with the quality of work produced and send congratulations to all who took part. The residential course provided a fantastic platform for young people to learn about the nuclear industry.”

“We weren’t exactly sure exactly what to expect from the course,” said one student who attended. “But we learnt considerably more than we had hoped about nuclear physics and engineering skills.”

David Edwards added, “The course gave the students practical experience of working with others to solve problems. Feedback from the students is highly positive, this is due to the mix of learning and provision of team building activities. Our partnership with The Smallpeice Trust is helping to create engineers of the future.”

The Nuclear Engineering course is run by independent charity, The Smallpeice Trust and is part of a programme of residential courses to help people aged 13 to 18 learn and develop skills in engineering, design, technology and manufacturing. Through running residential courses and STEM enrichment days, The Trust has reached out to 18,175 students across the UK in the past year.

The Environmental Evolution of a Manufacturing Firm


For a Connecticut firm that manufactures close tolerance precision parts, environmental responsibility has evolved in the last 20 years from something imposed by regulators to a way of life embraced by the company and celebrated as a key differentiator. Now the company has positioned itself as a vendor that can meet or exceed all U.S. and European environmental standards, placing it at a distinct competitive advantage.

Parts degreasing operation is the catalyst for environmental change
Connecticut Spring and Stamping is a Farmington, CT-based company that manufactures springs, metal stampings, fourslide/multislide/vertislide, and assemblies from both wire and sheet metal. After winding, bending, stamping, and grinding operations, many of the products must be cleaned and degreased before a final finish is applied.
By the mid-1990s, the parts degreasing operations had become a financial and environmental burden. The 1960s-era vapor degreasers necessitated purchase of huge quantities of expensive virgin tetrachloroethylene (perc), new regulations tightened permissible air emissions and made waste perc disposal much more costly, and concerns about the health implications of worker’s exposure to perc meant reducing emissions or installing a venting system.

Facing tightening air emission regulations, CSS made a serious effort to find alternatives, eventually deciding to purchase two state-of-the-art Pero Model 2501A batch vacuum degreasers with an in-line still to recover valuable perc from the unit’s waste. The new units’ improved design halved virgin perc purchases and cut perc vapor emissions by 70 percent. The fully-contained unit discharges no water, producing only a very small chemical residue that is processed in accordance with hazardous waste disposal regulations.

The new turnkey system allowed CSS to change its hazardous waste generator status from large quantity generator to small quantity generator, which came with very welcome reductions in overhead and regulatory requirements. Reduced tetrachloroethylene purchases netted savings of nearly $40,000 a year, and hazardous waste disposal costs were reduced by $7,500. In addition, CSS virtually eliminated air emissions from the prior system. Finally, dramatically reduced odors removed the need for personal protective equipment or an exhaust system.

The results of the new system far exceeded their expectations, and are seen by Chuck Thomas, CSS’s VP of Operations and Environmental officer, as the single most significant factor that shifted the company’s thinking and set it on its current path of going above and beyond requirements to doing what is best from an environmental point of view.

“We knew our old equipment needed to be replaced, and we had a variety of lower cost options, but we decided to go for this top of the line system for the sake of our employees, the environment, and to set us up for improved manufacturing processes to keep up with the times,” said Thomas. “The results opened up our eyes to the extended benefits of environmental compliance.”

In a final testament to the importance of the achievement, the Connecticut Department of Environmental Protection wrote a Pollution Prevention Study about the system in 1998, making CSS a veritable poster child for investing in environmental excellence.

CSS extends success

After its success with its foray into cutting edge environmental equipment, CSS has moved to a situation where it goes over and above every existing Connecticut requirement, actively looking for an environmentally preferable alternative for every chemical or substance used in the plant. It has been cited in numerous customer audits as well ahead of other similar vendors in environmental compliance.

“We do not ship anything that is not environmentally compliant, nor do we allow any chemical in the plant that is dangerous to employees or hazardous,” said Thomas. “We do not even allow samples into the plant without first doing a MSDS review.” Thomas explains that every hazardous substance brought into the plant increases the possibility of a spill, or emissions to the air or land, or exposure to workers. He gives the example of acetone, which is not allowed in the plant.

On a couple of occasions, CSS has turned away business when the customer insists upon using a particular hazardous chemical, rather than a suggested substitute. Overall, the company believes it has gained more business than it has lost by being so attuned to environmental and hazardous waste concerns. Thomas adds that CSS is always looking for newer and better options for chemical substitutions, but is careful to make sure that new options are thoroughly vetted before being accepted for use.

According to Thomas, CSS used to require sewer permits to allow discharge of processed water into the sewer system, but now all processed water is evaporated into clean steam. Also, sludge is no longer placed in the sewer system but is removed by an environmental disposal firm.

In addition to the attention paid to hazardous waste substitutions, and the reduction in wastewater disposal and air emissions, Thomas conducts weekly and monthly audits for storm water runoff, spill prevention control, drum area inspection, and spill preparedness. Reuse and recycling of corrugated packaging materials is also an integral part of the facility’s operations.

As a certified trainer, Thomas trains 40 people internally for annual hazardous waste materials certification, including such topics as hazardous communications, solvent safety, hazardous waste management, spill response, and DOT security.

“We are continually looking to the next advance in environmental compliance, which is becoming increasingly important to many Fortune 500 companies,” said Thomas. “In addition to U.S. rules, we comply with European Restriction of Hazardous Substances Directive (RoHS), as well as REACH (Registration, Evaluation, Authorisation and Restriction of Chemical substances) standards as part of our cost of doing business.”

New A/C, heating, electrical, plumbing modernize Chicago's Historic Union Station


Mortenson Construction has brought the Great Hall at Union Station and its attached 8-story office building into the 21st century while preserving its historic heritage. As part of a $25 million infrastructure improvement project funded by Union Station owner Amtrak and project-managed by Jones Lang LaSalle, Mortenson Construction upgraded or replaced the building's mechanical, electrical and plumbing systems while installing fire safety equipment, including sprinklers and fire alarms to help make the 87-year-old building compliant with city regulations and set the stage to market the upper floors for tenants.

Amtrak is already reaping financial returns from the capital improvement program, which it can use to offset operating costs. It has moved its Chicago office employees back into the building, partially occupying the second and third floors and saving more than $2 million in annual rent. By eliminating inefficient radiator heat, utility costs have dropped by more than $1 million so far in 2012, with an expected yearly savings of more than $2 million.

In addition, air conditioning in the Great Hall is making it a hot spot for cool events in the summer, with a record nine events in May and four weddings in June. The Great Hall, a waiting area for Amtrak and Metra train passengers and favorite location for movies from "The Untouchables" to "Man of Steel," is now a year-round venue for events and expected to bring in another $1 to $2 million annually.

To generate more revenue to put toward operating costs, Amtrak is working with Jones Lang LaSalle, the building's property manager, to market the rest of the available Headhouse office space as well as 60,000 square feet of upgraded retail space surrounding the Great Hall. "What was previously unrentable space because of life-safety issues and inadequate ventilation systems has become prime real estate," says Ray Lang, President of the Amtrak-owned Chicago Union Station Co. and the railroad's chief of state government relations.

Mortenson Construction successfully tackled significant logistical and operational challenges while working on the historic landmark, including doing some of the overhaul in a public space, without interrupting passengers, the train traffic control center, several retail businesses and private and public events. "The challenge is similar to redoing a kitchen while you're still cooking in it, although on a much larger scale," says Frank Tverdek, Jones Lang LaSalle's General Manager of Union Station. "Mortenson brought immense value to the project."

The primary portion of the work occurred in the sub-basement of the facility, which is inaccessible by vehicle and located two floors below the water level of the Chicago River. Mortenson relied on extensive use of 3D laser scanning and modeling, first to determine the best way to disassemble and remove the old mechanical and electrical systems, then to carefully design, fabricate and assemble onsite the new systems. Without this powerful tool, the extraction of existing equipment and installation of five industrial boilers and two 600-ton chillers would have added considerable cost and time.

For Chicago Union Station, Mortenson drew on deep experience in historic renovation and restoration, including other train station projects. In a $243 million restoration that will largely be completed by the end of 2012, Mortenson is reviving St. Paul's Union Depot for tenants that include Amtrak, and it renovated and converted Kansas City's Union Station, built in 1913, into an interactive science museum and Amtrak station. Mortenson has completed more than 30 historic preservation projects over the years, including cultural and performing arts centers, municipal and civic facilities, education buildings, churches, and office buildings.

"Restoring historic buildings is one of the most sustainable ways to build," says Greg Werner, vice-president and head of Mortenson's Chicago office. "The true success of an historic renovation is when visitors can't tell that we were ever in the building – except that it looks and operates better." Chicago Union Station was envisioned by famed Chicago architect Daniel Burnham and opened in May 1925 after ten years of construction at a cost of $75 million dollars. Burnham died before construction began and the work was completed by the firm Graham, Anderson, Probst and White, Burnham's successor.

Wood Floor Bonding with SikaBond


Wood Floor Bonding Systems Description

Cordon application system

This is an economical and easy-to-apply system for wood floor bonding in residential and office building, where acoustics  requirement is not very high.

This application method can be used for solid wood board as well as 3-ply engineered wood and is suitable for all types of wood, including problematic woods  like beech or bamboo.

Full surface bonding system

This is a high safety adhesive system for use  in residential, commercial or industrial buildings where very high adhesion and high  acoustics performance is required.

This application method can be used for solid and engineered wood floor, mosaic parquet, wood paving and industrial parquet. All types of wood, including problematic  woods like beech or bamboo can be safely bonded.

Tools Required

Surface preparation: grinding machine, industrial vacuum cleaner

SikaBond® T55(J): caulking gun, notched trowel.

Bonding Application

Cordon Application

Following the adequate surface preparation (levelling, priming and cleaning):

1. Place the opened unipack of SikaBond® T55(J) in the sealant gun

2. Holding nozzle at right angle to the substrate, extrude a triangular shaped bead of adhesive of approx. 10mm high x 8 mm wide at 150 mm distance

3. Press the wood pieces firmly into the adhesive before skinning time.

4. The wood should be firmly tapped together with a hammer using an  impact block.

5. A gap of 10-15mm between wood and wall should be observed.

6. Weights to hold the wood in place until the adhesive is fully cured might be required (especially for solid wood)

7. Fresh, uncured adhesive remaining on the wood floor must be removed  immediately with a cloth impregnated of Sika® Remover 208.

8. After a minimum of 18-24 hours waiting time the wood can be grinded  and finished as required

9. Consumption: one 600ml unipack yield approx. 2m2

Full surface Application

2. Spread the adhesive evenly using a notched trowel

6. Weights to hold the wood in place until the adhesive is fully cured might be  required (especially for solid wood)

7. Fresh, uncured adhesive remaining on the wood floor must be removed  immediately with a cloth impregnated of Sika® Remover 208.

8. After a minimum of 18-24 hours waiting time the wood can be grinded and  finished as required

9. Consumption: one 2kg unipack yield approx. 2m2

Joint venture to create online analysis tool to help optimise drilling decisions


Decision Analysis, which is a branch of Operations Research, is mathematical tool that can be used to optimise decisions under conditions of risk and uncertainty. In a joint venture between Drillers.com and the Department of Applied Mathematics at the University of Pau in France, a project has been started to create online tools to help optimise drilling decisions. These tools will use Mathcad worksheets coded with Decision Analysis techniques to optimise outcomes of oilfield decisions.

By way of this new collaborative effort, drilling professionals working within the oil and gas industry will benefit from decision analysis techniques without having to learn the complex maths for themselves.

The Department of Applied Mathematics at the University of Pau in south-west France has been working closely with oil majors, such as TOTAL, for the past 10 years. In an effort to expand its activities and develop further means to assist industry professionals worldwide, a postgraduate student with masters degree in Operations Research will be undergoing a six-month internship with Drillers.com Inc, beginning mid-February.

The aim of this joint endeavour is to work on creating an online decision analysis tool, which will greatly help oilfield companies with drilling related, decision making responsibilities.

According to Steve Devereux of Drillers.com Inc, who has 30 years experience as a drilling professional, “The joint venture is an initial effort to get Operations Research and in particular Decision Analysis techniques to be widely used to save costs in finding and developing hydrocarbon resources. It will depend on industry participation but the benefits can be huge, so I’m optimistic that we’ll get support.

"Critical decisions such as the type of rig that needs to be selected to give the lowest cost well, the mud system best suited to minimise drilling costs, the number of supply boats required to reduce operational costs or the choice of drill bits that produce the lowest cost per foot can be optimised using such mathematical decision analysis tools.

"Drilling professionals currently have three choices when it comes to rig maths; calculators, generic programs like excel or commercial programs, which can be expensive and hide their inner workings. These web-enabled Mathcad worksheets give a fourth option, are free to use and reveal all the inner calculations, which can then be audited or used for learning.

"Many oilfield companies overrun budgets with sizable increases in capital and operational expenses when decisions are not optimised, causing substantial financial losses to the organisation. These new online decision analysis tools now being developed will make oilfield calculations and decision making more cost effective for engineers within the drilling industry," said Steve.

As part of the new venture, Drillers.com Inc is inviting interested oil industry organisations to submit a drilling related decision problem that would be solved by the postgraduate student, under the supervision of Professor Marc Artzrouni at the University of Pau and Steve Devereux.

96% OF COMMERCIAL BUILDINGS IN EAST MIDLANDS UNDERINSURED


A new survey has shown that 96% of business premises across the East Midlands are underinsured, with an average 73% increase of the existing sum insured required to ensure adequate insurance cover.*

Specialist insurance valuers Barrett Corp & Harrington Ltd, who carried out the study over a five year period, found the problem to be widespread across the region. Commercial premises including factories, workshops, warehouses, offices, shops and hotels were all affected.

The findings highlight an important issue that independent insurance broking and risk managing firm Russell Scanlan believes is recession related. The East Midlands-based company warns that underinsurance is putting regional businesses in a potentially challenging situation should they need to claim through their current policy for loss or damage.

Failure Analysis Of Mishap At DMRC On 12 July


Let us try understanding what went wrong on that disastrous day

On 12th July, 2009, while lifting segments of the superstructure, an accident happened in the Badarpur – Secretariat section near P-67. The pier cap of pier P-67 got collapsed causing subsequent collapse of the
(i) Launching Girder
(ii) Span between P-66 and P-67 which had got erected and pre-stressed, already
(iii) Segments of the superstructure for the span between P-67 and P-68.

The incident left 6 people dead and many injured.

Site Investigation
After visiting the site, following observations were noticed
1. The pier cap of affected pier (P-67) has sheared from the connection point of the pier and pier
cap. It is a cantilever pier cap. It was informed by the contractor and DMRC representatives that the support system for viaductwas initially designed as portal pier till the casting of the pier was over. The shop owners put up resistance against casting of the other leg of the portal and it was subsequently decided by DMRC that this would be changed to a cantilever pier, similar to P-68 which is still standing at site.



2. It was noticed that the prop support of the cantilever has failed from its connection to the pier.

3. The top reinforcement of the cantilever beam does not have any development length into pier
concrete. As learned from the sources, the top reinforcement of the cantilever beam had an “L”
bend of 500 mm only.



There is very nominal (or no trace) of shear reinforcement at the juncture.

4. The launching girder has fallen below with the failure of pier cap. Also, the span between P-67
and P-68 has fallen inclined, supported by the ground at one end and pier cap (P-68) on the
other.



5. The boom of the crane, used for lifting the launching girder on 13 July, 2009, has failed in bending
and shows clear sign of overloading.



Analysis
i. The pier (P-67) was initially designed as a leg of a portal frame and subsequently changed to support cantilever pier cap.

ii. The same method was followed for P-68 and P-66.

iii. The alignment of track here is in curvature and gradually leaves the median of the road to align on one side of the road.

iv. The longitudinal reinforcement of the pier was protruding by around 1500 mm beyond top of pier.

v. The top reinforcement of pier cap was 36 mm in diameter and had a development length of 500 mm. only as an “L” from the top. There was insufficient bond length for the structure to behave like a cantilever beam.

vi. During launching operation of the launching girder itself, this pier cap developed crack and work was stopped for couple of months. During this period, the cantilever pier cap was grouted in crack areas and further strengthened by introducing prop or jacketing.

vii. However, the behavior of the structure changed due to introduction of this jacket and the cantilever pier cap remained no more cantilever.

viii. The segments of superstructure for the span between P-66 and P-67 was erected and launched and the prop beam / jacketing could sustain the load to that extend.

ix. During the launching of superstructure segments between P-67 and P-68, only 6 segments could be lifted and the whole system collapsed when seventh segment was hooked for lifting.

The sequence of failure is as follows:
a. The support of the prop / jacket got sheared from its connection due to inadequate section / welding.

b. The cantilever pier cap which was behaving as a simply supported beam due to introduction of prop / jacket started behaving like a cantilever beam suddenly after failure of the prop which it can not sustain ( It was inadequately designed). So, the so called “cantilever pier cap” collapsed.

c. The launching girder / span between P-67 & P-66 / the temporarily erected segments between P-67 and P-68, all got collapsed in one go.

Crane Failure
The launching girder was lifted by the cranes. However, it needed to be pushed little forward for
unloading it on the ground. So, all the cranes were asked to stretch there booms by some length.
During this operation, the 250 MT capacity crane on extreme left exceeded it’s capacity and the
boom failed and broke down. Since, there were unequal loading on the 250 MT crane by it’s side,
that also failed and broke down. The crane of 350 MT capacity didn’t broke but it toppled with it’s
base. The 400 MT crane remained intact.

Final overview
a. It is concluded that the failure of pier cap occurred due to inadequate prop / jacket. This was coupled with failure of cantilever pier cap due to inadequate development length of top reinforcement of the cantilever pier cap.

b. The failure of the crane was a case of operational inexperience for such synchronized crane operation. The crane -1 did not have the requisite capacity for the extended boom length and radius. Once crane – 1 failed, the crane – 2 was loaded almost half of the launching girder amounting to around 200 MT. For the extension of boom and radius, it did not have the requisite capacity so it failed, too. The crane -3 was loaded more than it’s capacity. However, in this case the crane got toppled instead of boom getting sheared. The crane -4 did not undergo the severe loading due to failure of other 3 cranes and most of the loads got grounded by that time.

What it taught us?
a. Structural designs should be proof checked by experienced structural engineer.

b. Once failure observed, structure should be as far as practicable abandoned and new structure should be built up

c. More emphasis should be given on detailing of reinforcement to cater for connections and behavior of the structural components.

d. Any make-shift arrangement to save a failed structure should be avoided.

e. Reinforcement detailing in corbels, deep beams, cantilever structures should be checked as per the provisions of more than one type of Standards (both IS & BS should be followed).

f. Adequately experienced Engineer / Forman should be deployed for erection works.

Euro Auctions offers a World Round Up for Q1 - 2012


In the last 4 years, there were quite a few surprises that sprung up on the economy. Used machinery and construction equipment, like water has a way of finding its own level and globally, regardless of manufacturing output, used equipment is highly sought after. This results in new markets and emerging demands dictating where machinery is required in the world. With Caterpillar Inc releasing impressive recent financials for 2011, the thirst for used machinery and equipment seems unquenchable. At the end of 2011 the expectations for market activity in early 2012 was optimistic, and now with the first quarter (Q1) of 2012 behind us, what is the feeling in the market for the rest of the year and what has the market to offer?

Worldwide: Manufacturers are now producing again. In the downturn, many geared down quickly and with demand now increasing, the winners are those that are able to gear up production efficiently, as the Year End figures from Caterpillar reflect. With the cost of new equipment up by around 20% on prices in June 2009, the used market is still strong. In mid to late 2011, regardless of make, model and year, prices strengthened for late-used and nearly-new equipment, with the strongest rallying in the 12 to 24 month class.

In 2012, the current trend, which is predicted to continue, is that interest in older machines and equipment in the 24 to 48 month class are the next focus on the ‘wish list’ as market stocks deplete. But what has caused this market shift? Again, showing no sign of fear, Caterpillar will launch 64 new machines in 2012 and will spend $4billion on capital investment.

At Auction: Euro Auctions has repeatedly seen over 30% of all plant sold leaving the UK and Europe for projects in Australia, South Africa, South America, Central America and India. With the UK still looking for large construction or infrastructure projects to commence in the wake of the Olympics, or house building to change up a gear, the future for the used market is overseas. UK prices of good second-hand equipment held through Q1 and look set to hold in Q2. In 2011, 12 to 24 month old equipment was reaching premium prices, closely followed by good 24 to 48 month old stock. This trend has continued in 2012 with world buyers now being more specific. High in demand is mining and extraction equipment with large dump trucks at the top of the list and anything with approaching 300 hours on the clock are seen as just ‘run in’ so many owners are sitting tight as projects end, seeing values rise as demand increases. Emerging markets are always the first to be seen at auction and India is a regular new participant with an appetite for small to medium sized construction machines such as backhoes, dumpers, mixers, dozers and excavators.

Demand: European demand has been affected by strengthening Sterling, leaving the UK more expensive than the rest of Europe. In Q1 of 2012 Australia continued its huge demand for crushers, screeners, large dump trucks such as the Volvo a40e, CAT 740, Komatsu hm400 and large excavators in the 50 tonnes plus category. With peace in North Africa continuing, wheel loaders, generators, backhoes dumpers and mixing plants are in demand and are being hotly contested. It was apparent that much equipment was being shipped through Africa bound for destinations such as India, South America and also Australia. Due to world demand companies like Caterpillar, JCB, Doosan, Volvo, Terex and many others have reignited production, but certain ranges are like endangered species with CAT 785, 789, 797 hard to find and CAT D10T and D11T almost extinct.

Europe: In Q1 it was still evident that Europe has its problems to solve and economies are faltering: Ireland is still in the doldrums, Italy has slowed right down, with Greece and Spain feeling a lot of pain. The demand for equipment in Europe rallied through 2011, however, in 2012 according to Off-Highway Research the next 12 months will be flat and could see plant sales drop by 2% across Europe and a further 2% in 2013. At market, Germany is the largest buyer of construction equipment in Western Europe and during the last 24 months increased acquisition by approximately 70% over 2009. Increased construction output in Eastern Europe is being led by Poland with a 34% increase on output over the previous year, whilst Romania shows 15% and Sweden 7% growth. These figures are reflected by the activity in the market. Decline is led by Slovenia -20%, Portugal -12% and Spain -11.5%.

Overall while Europe has seen a collective 1.4% decline, over 50% of used equipment is leaving the Eurozone for emerging regions. For those who are buying, the most sought after machinery categories across Europe are mini excavators, crawler excavators and telehandlers.

Pacific Rim: Australia continues to be the world’s number one client with no let down in the mining and extraction markets. In the last three months demand from ‘down under’ has not wavered and the exchange rate between the Australian Dollar and Pound Sterling is still making transactions from the Northern to the Southern hemisphere extremely attractive. In addition, large pipeline projects as well as the ongoing infrastructure works are creating demands for specialised equipment with pipe welding equipment and trenching machines in high demand. The Australian ‘cash cow’ is still mining, with contractors, operators and dealers seeking good quality low hours equipment. Q1 was strong in this region with Volvo, Komatsu, CAT and JCB being the preferred makes. In the last three months, New Zealand emerged as a new contender having new found demand for general contracting machinery following the lead from Australia and favouring the same brands.

Asia: Asia is fast becoming a powerhouse in the global economy. Following a positive start to 2012, India is set to become the next newly emerging market. In the next five years India will invest (US) $1.2 trillion in infrastructure projects, including transport, irrigation, oil, gas and telecommunications, which will need equipment and machinery. At market Indian interest is already being seen with smaller construction companies buying good used equipment, predominantly backhoes, telehandlers, compressors and mixers. Make is not important at this stage and older machinery is preferred. Vietnam is emerging as a new contender in the world buying list, resulting from the nascent economy with major road and infrastructure projects demanding not only all manner of dozers and excavators but general construction machinery, mixing plant and tower cranes. Japan is still recovering and companies like Komatsu, Hitachi and Hyundai that are based in the area and were affected by the tsunami, have seen factories either wiped out or shut down with failing supply chains. Caterpillar is actively focusing on China as a new target market and as a result the used market is following in the same footsteps. In Q1 this year China has been visible in the global market place, acquiring equipment not only for its own domestic use but to accelerate the growth of extraction of raw materials in Australia.

South America: The news in 2011 that huge infrastructure projects were under way in South America has resulted in a good start to 2012. Recent announcements include 5000 km of new highways under construction in Brazil and four major initiatives worth an estimated US$ 30 billion in Columbia which include highways, seaports, airports, railways and river ways. Hoover Dam bypass bridge rises under a shadow

The Hoover Dam bypass bridge looks spectacular, stretching 1,900 feet across Black Canyon and 900 feet above the churning Colorado River. Tourists visiting the world-famous Hoover Dam can't help but swing around and snap photos of the new span high above.

Long before its completion, it was labeled a "civil engineering marvel."

Perhaps the toughest challenges associated with building the long-awaited bridge linking Arizona and Nevada had less to do with technology and the daunting dimensions and more to do with respecting the true engineering marvel 1,500 feet upstream. At least that is the opinion of one well-respected civil engineer.

"I think the challenge was to make it come up to the iconic standards of the Hoover Dam, building something in such close proximity to a world-class structure like that," said Henry Petroski, a civil engineering professor at Duke University. "The engineers involved were very conscious of this, that they were working with a site that had to be respected."

Although the staggering size and prominence of the span finds itself the centerpiece of photographs, it is still the 75-year-old Hoover Dam that lures tourists away from the glitz and glamour of the Strip.

The $240 million bridge has taken nine years to materialize from the drawing board. When it opens to traffic, now scheduled for next week , it will be a relief to commuters, to interstate travelers and, especially, to the truckers who for nine years have taken the long way through Laughlin to deliver their goods to Las Vegas. The opening also is highly anticipated by locals and tourists, who are anxious to catch a view of Hoover Dam only previously available by helicopter.

While the bridge is majestic in its own right, it hasn't stolen the spotlight from its famous neighbor.

"Bridges similar to that were built before," said Bill Bahrenburg, a Long Island, N.Y., resident who recently toured the dam with his wife, Coretta. "But the dam was built in the 1930s, before they had all that equipment."

The equipment used to build the largest concrete arch bridge in the Western Hemisphere obviously is far more advanced than what was available to workers during the Depression-era construction of the dam.

But the methods employed to put the bridge in place were borrowed from projects that date back to the 1800s, Petroski said. For example, the cable system that held the 1,060-foot concrete arch in place on the bypass span was the same method adopted by crews who built the Eads Bridge across the Mississippi River in 1874.

High-line cranes that lifted and moved heavy equipment, columns and concrete blocks around the canyon were similar to the cableway system workers used to build Hoover Dam, Petroski said.

"They had certain advantages; they were not using exactly the methods they did for the dam, but they were virtually identical," Petroski said. "More brute force was used back in the earlier times."

CHOOSING A DESIGN

Petroski acknowledges that building the bypass bridge was a "world-class challenge" because of the steep canyon walls and rough terrain. He simply asserts that respecting the engineering phenomenon that is the Hoover Dam posed greater challenges for the engineers.

Dave Zanetell, the project manager of the bridge, recognized that early on.

"We are in the shadow of Hoover Dam," he said. "We are not only building a very tough civil works project, but we're doing it in the shadow of the greatest civil engineering project ever created. It creates a heavy standard of responsibility."

Aesthetics are vital to communities adjacent to major projects such as bridges. In the San Francisco Bay Area, the Golden Gate Bridge is a must-see destination for tourists around the world. So when there were plans to expand its more utilitarian cousin, the San Francisco Bay Bridge, Oakland city officials fought for a design that approached that attractiveness of the Golden Gate.

"The Hoover Dam bridge is out in the middle of nowhere," Petroski said. "There are no cities so civic pride may or may not play the same role. Those who identify with the dam and see it as an engineering marvel, to them it was important how it looks."

A steel bridge might have been a less expensive option for the team of architects charged with designing the bypass, but it was never seriously considered because of concerns it would take away from the historic attraction. Petroski also said that at the time the bridge was being designed, only eight steel arch bridges existed in North America and only five spanned more than 1,100 feet.

The project management team settled on the concrete bridge because it best complimented the dam.

Hoover Dam is also an arched structure, so the arched bridge offers symmetry that might not be apparent to the average observer.

Even the location of the new bridge was debated. One proposal called for a span over Lake Mead, but concerns about trucking accidents causing hazardous materials to spill into the region's water supply quashed that idea.

Building it farther downstream near Davis Dam was discussed but ultimately rejected because, among other reasons, of the longer, circuitous route.

A MUCH-NEEDED ROAD

The federal government identified a need to improve Highway 93 near the dam 40 years ago. But the project didn't start to move forward until the mid-1990s when it was listed as a high priority corridor in the National Highway System Designation Act of 1995 and designated a part of the North American Free Trade Agreement route.

The highway was considered dangerous because of the increasing number of vehicles passing along it and the sharp switchbacks on the approach to the dam.

Since the Sept. 11, 2001, terrorist attacks, tractor-trailers have been prohibited from crossing the dam, instead traveling nearly 30 miles out of their way through Laughlin. Before the restrictions, 14,000 trucks and vehicles crossed the dam each day, according to the Federal Highway Administration.

In early 2005, construction finally began on the bypass bridge, which was formally named the Mike O'Callaghan-Pat Tillman Memorial Bridge. O'Callaghan was a decorated Korean War veteran who served as Nevada's governor from 1971 to 1979. Tillman, who left his pro football career with the Arizona Cardinals to serve as an Army Ranger, was killed by friendly fire in Afghanistan.

As the bridge was being built and trucking restrictions across the dam remained in place, commuters might have been pleased they didn't have to share the road with tractor-trailers, even if the security checkpoints and construction often tied up traffic crossing the dam.

But the restrictions impacted every consumer in the state, according to Paul Enos, chief executive officer of the Nevada Transport Association. Higher fuel and transportation costs were blamed for the increase in the price of fruits and vegetables in recent years, Enos said.

"When 90 percent of our manufactured goods arrive exclusively by truck, then you see an impact," Enos said. The detour "has absolutely had an impact on our industry."

"Truckers are going to take the route that is most efficient in time and money and operations and that is the new bridge."

The bridge is expected to trim some 45 minutes off the drive to Kingman, Ariz., although with delays that have plagued motorists for the past two years, the amount of time saved might actually be more than an hour.

Quicker travel times are also expected to open the door to new developments -- bedroom communities to Las Vegas in Arizona just south of Hoover Dam -- should the economy turn around.

As the construction of the bypass bridge progressed, development companies began marketing White Hills, just across the border in Arizona, saying that residents of equestrian communities just off Highway 93 could make it to the Strip in an hour.

DON'T BE SCARED

It's no secret that winds tear through the gorge. If that was ever in doubt, gusts of more than 50 mph toppled a high-line construction crane working on the bridge in 2006.

The bridge is designed to withstand 100 mph winds.

But tractor-trailers and high-profile vehicles will be prohibited from crossing the bridge when meters installed on and around the span clock sustained winds at 40 mph hours or gusts up to 50 mph, according to Mary Martini, district engineer for the Nevada Department of Transportation. Truckers will be warned of the restrictions via digital messaging signs posted 100 miles away in Utah, California and Arizona, allowing them ample time to choose an alternate route.

Enos said he anticipates that truckers -- and vehicles hauling trailers -- will face high-wind restrictions about 26 days out of the year.

Recent tests showed that the 54-inch solid concrete barrier on either side of the bridge protects cars from high winds. Martini said when gusts push against the concrete, they shoot upward away from traffic.

"Regular vehicles will always be able to go across the bridge," she said. "They will be protected because they are lower than the bridge rail."

The barriers also should ease the anxiety of drivers afraid of heights. The guard rails are so high that motorists crossing the bridge will not even know when they are crossing the gorge, Martini said.

Those guardrails are also designed to keep curious motorists from slowing down to take a peek of Hoover Dam. In order to see the dam from the bridge, drivers must exit on the Nevada side, where a new parking lot and interpretive path has been constructed. Pedestrians will be able to walk along the upstream side of the bridge, which offers a spectacular view of the dam.

"The original design had no walkways at all," Martini said. "Adding width to a bridge is costly."

THOSE DAM TOURISTS

Once the bypass bridge opens to traffic, Hoover Dam will no longer be accessible from the Arizona side.

Visitors coming from Arizona will have to cross the bypass bridge and take the existing road to the dam's visitor's center.

The question is what will happen to visitation numbers at Hoover Dam: Are tourists drawn to the dam to appreciate the engineering and take in the impressive view of Black Canyon? Or do they go to the dam because it is the primary route from Arizona to Las Vegas?

"Hoover Dam was always meant to be a tourist attraction. The minute it got under way the government was selling it as a tourist attraction," said Dennis McBride, curator of collections and history for the Nevada State Museum in Las Vegas. "This will certainly have an impact.

"I think a lot of people have gotten to the dam, seen what the traffic is like and just pulled off and hung around until it lightened up."

Visitors will be permitted to park at the visitor's center or drive across to the Arizona side and park. But there will no longer be a through road. A marked exit from U.S. 93 will guide motorists to the dam on the north side of the bridge.

"Getting to the dam will be more of a chore," McBride said. "I definitely think the tourist numbers will go down. People are on the way from here to there; they aren't going to stop."
